The Opportunity:
Morgan Est Plc in partnership with Balfour Beatty and United Utilities has secured a 7 year contract for maintaining the gas network in the North of England. The Morgan Est value of this contract is estimated at £100m. The Commercial Manager for the Northern Gas Networks contract is responsible for the management of all aspects of Commercial and Finance, satisfying the needs of both the Client and Morgan=EST in terms of Commercial Performance. The Commercial Manager is named in the Contract and reports directly to the Operations Manager with a reporting line to the Commercial Director The main responsibilities of the Commercial Manager are to ensure the commercial compliance in the following key areas:- • Manage, supervise and support the commercial teams comprising of the following disciplines:- Quantity Surveying, Cost Administration, Estimating and Procurement. • Oversee and review all Target costs and Tenders including Bid management leadership through out the estimating process. Chair estimating workshops to ensure scope clarification and support from the production team. • Management of all commercial issues, monthly reporting, End life forecasting, monthly project reviews and account settlement. • Review the status of all projects on a monthly basis with the senior management team, up to final account settlement. • Oversee Administration ensuring accurate allocation of costs, reduction of late invoice clearance, subcontract payment and specific categorization of those costs deemed to be covered by the contractors overheads. • Manage procurement procedures, monthly subcontractor reviews and supply chain co-ordination. • Support the staff members in the above disciplines, set their personal targets for development, advice on commercial issues. • Ensure Estimating and Commercial process followed and adhered to. Liaise with the client and combine estimating and commercial process to keep the team as a single unit. Agreement of the fixed fee element with the Client for all Tenders/ Target Costs. • Support Client with Leadership issues, commercial process and form of contract applicable for each project. • Management of the common resource account with monthly reviews with the client. • Management of all benchmarking and outturn data. Update Generic models for Target costs comparison and verification of continued cost reduction.
